Bio

Mike Toreno is a mysterious agent in San Andreas who works for an unnamed government agency. He's voiced by actor James Woods.

At first Toreno seems to be part of the Loco Syndicate, the drug ring tied to Ryder, Big Smoke and the Ballas. CJ sets out to find and kill the people at the top of the operation. Spoiler warning: Toreno survives, and CJ later learns he's an undercover operative using the drug trade for his own agency's goals.

Toreno then becomes one of CJ's most demanding handlers. He calls CJ to a desert ranch and gives him a string of dangerous jobs, using the promise of getting Sweet out of prison as leverage. The jobs include flying missions, attacking boats and military targets, and the "Black Project" heist, in which CJ steals a jetpack from a secret military base.

Woods plays Toreno as fast-talking, sarcastic and paranoid. He never quite explains himself and is always hinting at a bigger plan. His relationship with CJ is tense and darkly funny. CJ hates being used, and Toreno treats him as a disposable tool while still needing him.

Spoiler warning: Toreno eventually keeps his word, and Sweet is released. After that, he leaves the story as vaguely as he entered it. His true employer and goals are never clearly stated, and that's part of the character's appeal.

Toreno is one of the most quoted San Andreas characters, and James Woods' performance is often listed among the best in the series.

Toreno is fictional. James Woods' voice credit is documented in the San Andreas credits and on Behind The Voice Actors.
