Ken Rosenberg is a nervous, fast-talking lawyer who appears in both Vice City and San Andreas. William Fichtner voices him in both games, and he's listed in the official credits for each.

In Vice City, set in 1986, Rosenberg is a crooked lawyer working for the Forelli family. He's the first person Tommy Vercetti meets in Vice City after the botched cocaine deal. Rosenberg is terrified of the city's drug lords, and he spends much of the game panicking, but he's useful: he knows the city's players, and he introduces Tommy to the contacts who help him get started. As Tommy rises, Rosenberg rides along as his frightened but loyal helper.

By San Andreas, set in 1992, Rosenberg's life has fallen apart. He's been through rehab, and now he's working in Las Venturas as a front man for the Mafia families who share control of Caligula's Palace casino. He's caught between the Leone, Sindacco and Forelli families, and he's sure he's going to be killed. CJ meets him there, and Rosenberg becomes one of the people CJ helps, and uses, during the casino plot.

Rosenberg is one of GTA's best comic characters. He's anxious, paranoid and constantly talking, which makes a fun contrast with the cold, violent world around him. He's also a good example of how GTA connects its games, because the same man shows up years later, worse off and still in trouble.
